Jamie Adams, Deputy Director, Air Force Office of Small Business Programs
Mr. Jamie L. Adams is the Deputy Director, Air Force Office of Small Business Programs, Headquarters Air Force, the Pentagon, Washington, D.C. He is responsible for directing, managing, and measuring the execution of Small Business Programs throughout the Department of the Air Force. He provides advice to senior leaders on all matters related to small business and oversees 152 small business specialists at 96 installations worldwide. Mr. Adams serves as the Air Force’s principle advocate for small business through policy development, legislative proposals, industry outreach, strategic messaging, and small business initiatives.
In addition, he reviews acquisition strategies for small business policy compliance and adequacy of the programs’ small business goals. He promotes a strong partnership with our nation’s small businesses and is responsible for identifying new opportunities to increase the Air Force’s $8B in annual obligations to small businesses in order to broaden the industrial base, inspire innovation, and improve Air Force’s access to new technologies. |
Mr. Adams, a native of South Carolina, entered Air Force active duty in 1973 and began his Air Force career in contracting. He held a variety of base and staff level contracting positions to include commanding two contracting squadrons and serving as the Chief of Staff, Defense Contract Management Agency (DCMA) where he directed six diverse staff functions supporting ten thousand DCMA personnel worldwide. He retired from the Air Force at the rank of Colonel after 30 years of honorable service. Upon retirement, Mr. Adams worked briefly for industry as a program analyst where he conducted multiple human capital strategic planning initiatives for the Air Force. He returned to federal government service in May 2009 as a Procurement Analyst with the 311th Human Systems Wing. In December 2013, he was selected to be Chief, Installations and Sourcing Division, Office of the Deputy Assistant Secretary (Contracting), Assistant Secretary (Acquisition), where he managed all aspects of non-weapon system installation contracting support including a $10B annual operational contracting spend, strategic sourcing and category management initiatives, and the Air Force’s $1B Government-wide Purchase Card Program. He assumed his current position as the Deputy Director, Air Force Office of Small Business Programs, in July 2016.
Keawe (Mike) Anderson, Director of Strategic Growth & Compliance, Na Ali’i Consulting and Sales, LLC
Keawe Anderson, is the Director of Strategic Growth and Compliance at Na Ali’i Consulting and Sales, LLC, a GovCon enterprise owned by the Nakapuna Foundation, a Native-Hawaiian Organization (NHO). He advances the growth and development of the Nakupuna companies by advising the management team about policy, culture, and contracting strategies to optimize strategy, growth, and giveback. He is often asked to serve as an advocate for Native economic development and businesses who provide goods and services to Federal Agencies.

Mike is a graduate of the USAF Academy, has a master’s in business administration, a master’s in strategic military studies, and earned a master’s certificate in government contracting from the George Washington University. He serves as a member of the Board of Directors for the Lu Young Fund for Children, a charity that funds programs supporting Alaska Native children; is the Treasurer for the Board of Directors for the National Organization on Fetal Alcohol Syndrome; and the Treasurer for the Board of Directors for the E Ala E Hawaiian Cultural Center in Virginia.
Ed Basset, Chief Information Security Officer, NeoSystems LLC
Mr. Bassett is a senior Cyber Security and Risk Management subject matter expert with over 32 years of experience in all aspects of security and privacy program architecture, design, management, and operations. His experience spans Government, Health Care, Financial Services and other industries and includes risk management, program planning, application and software security, security assessments and audits, and security operations.

He built and led a global security consulting practice specializing in security strategy, assessment and testing, and managed security services. He has been the principal advisor to many Fortune 500 and government clients on information systems security, responsible for securing their critical information assets for e-commerce transactions, sensitive health records, and classified military communication. Ed is a U.S. Army veteran and a graduate of Clarkson University where he earned a degree in computer science.
Lani Dawson Arena, President, NHOA & Chief Advocate, DAWSON
Lani Dawson Arena has more than 30 years of experience as an attorney and currently serves as the Chief Advocate of DAWSON and its parent company, the Hawaiian Native Corporation (HNC). In this role she established and administers HNC’s programs to benefit Native Hawaiians and directs Congressional outreach for HNC and its subsidiaries. In 2017 she was elected President of NHOA and previously chaired the NHOA Legislative Committee, which developed NHOA's Congressional outreach program. Lani is also a member of both the Board of Directors and the Policy Committee of the Native American Contractors Association (NACA). |
Edward DeLisle, Principal and Chair, Government Contracts Group, Offit Kurman
Edward DeLisle concentrates his practice in the areas of federal contracting, construction law, construction litigation and small business procurement and litigation. He has drafted and negotiated construction contracts, teaming agreements and joint venture agreements for subcontractors, contractors, developers and owners. Ed also actively monitors the progress of his clients’ construction projects in order to safeguard those rights and remedies to which they are entitled. He has litigated, arbitrated and mediated complex construction and procurement cases in various jurisdictions and forums
throughout the area. Ed counsels clients in all aspects of small business procurement. He has assisted clients in obtaining certification as small and small disadvantaged businesses at the municipal, state and federal level. He has participated in bid protests involving Service-Disabled, Veteran-Owned, HUBZone and 8(a) set-aside contracts and regularly assists with responding to bestvalue procurements at the state and federal level. Ed also assists companies, both foreign and domestic, in international disputes involving the United States Government. He is currently representing clients on matters involving Department of Defense work in Afghanistan and has done similar work for clients in Israel. |
Ed has testified before congressional subcommittees and is a frequent lecturer and author on issues of concern to the construction and federal contracting industries. He has presented at the National 8(a) Association Conferences in Anchorage, Alaska; Orlando, FL; and Nashville, TN as well as at the AGC Federal Contractors Conference in Washington, DC. Ed has also spoken at AGC of America’s national conference, where he discussed hot topics in federal government contracts. Ed has also lectured on how to appropriately team on federal projects, the SDVOSB verification process, changes in the SBA’s small business programs, effective project documentation, strategies to obtain payment on construction projects and the legal protections provided by the bond and lien laws of various states.

Jon M. DeVore is a life-long Alaskan having lived in Nome, Anchorage, Fairbanks and Juneau. Since 2005 he has been a Member of the Birch Horton Bittner and Cherot law firm in Washington, D.C. His legal practice involves the SBA 8(a) program, small business development, business transactions, federal contract issues, GAO bid protest and cases before the SBA Office of Hearings and Appeals, and legislative and administrative advocacy with the State of Alaska and Federal governments. Jon has practice bankruptcy and secured transaction for twenty years. He also has practiced law involving issues related to Clean Water and Clear Air standards, environmental remediation and contamination issues, and other natural resource matters.

He was the District Counsel for the U.S. Small Business Administration (SBA) and Special Assistant U.S. Attorney in Alaska for thirteen years. He was also corporate counsel for Bristol Bay Native Corporation. Jon is the former Legislative Director and Chief Counsel for U.S. Senator Lisa Murkowski. He was for eight years also on the staff of U.S. Senator Ted Stevens and senior legislative assistant to U.S. Senator Frank Murkowski. While with the Senators he was responsible for all legislative activities, organizing and conducting hearings, and developing public policy in the areas of environmental issues, the timber industry, wildlife and fisheries, and economic development.
Kenneth Dodds, Government Contracting Industry Expert, Live Oak Bank
Kenneth Dodds is an Industry Expert at Live Oak Bank in the Government Contracting vertical, providing small business government contractors with access to capital for mobilization and acquisitions, as well as advisory services. He joined Live Oak Bank after 21 years at the U.S. Small Business Administration (SBA), where he was a Senior Executive in the Office of Policy, Planning and Liaison responsible for Federal government contracting regulations and policy. Mark Hagedorn is an Attorney Advisor in the Office of Procurement Law at the U.S. Small Business Administration (SBA) in Washington, DC. Monique graduated in 2005 with her MPA in International Public Policy from Savannah State University, 2009 with an M.A. in Management and Leadership from Webster University. NAVSUP Fleet Logistics Center Pearl Harbor
Hayden established the first full-time Office of Small Business Programs at the Naval Supply Systems Command, Fleet Logistics Center at Pearl Harbor (NAVSUP FLCPH) in 2010. As an advocate for small businesses, he works with the command’s contracting office to ensure small businesses are provided the maximum practical opportunities to participate in its acquisitions. Prior to his current position, Hayden served as a Level III-certified contracting officer with the Defense Information Technology Contracting Organization Pacific, where he was also the command’s small business advisor. Hayden began his contracting career as a Naval acquisition intern.

Philip Kahue, Executive Director, Alaka`ina Foundation
Mr. Philip Kahue is part of the executive team for the Alaka’ina Foundation Family of Companies (FOC), a Native Hawaiian Organization (NHO) that includes a Non-Profit as well as seven for-profit entities (Ke`aki Technologies, Kūpono Government Services, Laulima Government Solutions, Kāpili Services, Po`okela Solutions, Kīkaha Solutions, and Pololei Solutions). He has helped to lead the FOC to phenomenal growth; the number of employees increased to over 1,000 and annual revenues to more than $128M. The organization’s expansion is based upon principals of relationship building and partnering; teaming with both large corporate entities as well as mentoring smaller newly formed companies. The FOC are a well-respected and profitable organization with strong community outreach programs.
In his role at Ke`aki, Mr. Kahue is also the Board Chair and General Manager of Manu Kai, LLC, a joint venture company that manages the Pacific Missile Range Facility at Barking Sands, Kauai. He began his career as a medical platoon leader in an infantry battalion, and culminated his career as the executive officer to the Dental Corps Chief and Deputy Surgeon General for the U.S. Army. Tabisa Taliwaku Kalisa, Program Manager, Office of Small Business Programs, National Aeronautics and Space Administration
Ms. Tabisa “Tabi” Taliwaku Kalisa currently serves as a Program Manager for the National Aeronautics and Space Administration’s (NASA’s) Office of Small Business Programs (OSBP) in Washington, DC. Mrs. Kalisa oversees the Agency’s Woman-Owned Small Business, Historically Underutilized Business Zone concerns, Historically Black Colleges and Universities (HBCU)/Minority Serving Institutions (MSI) and the Agency’s Mentor-Protégé Program. In addition, Mrs. Kalisa serves as the Program Manager for NASA’s Ames Research Center and Armstrong Flight Research Center in California, Langley Research Center in Virginia and Kennedy Space Center in Florida.

As a Program Manager, Mrs. Kalisa provides small business guidance by presenting and interpreting Federal and Agency-wide policy to NASA Centers, external Government agencies, and Industry. As the Communication and Social Media Manager, she is responsible for the development and implementation of all OSBP external communications and social media strategy, including website content development. With her oversight of collateral design and production OSBP’s outreach materials have received multiple Communicator Awards, honoring excellence in marketing and communication. Since she joined NASA OSBP in 2006, her responsibilities have included overseeing the Agency’s small business prime and subcontracting goaling metrics and the OSBP budget. Mrs. Kalisa has received numerous awards during her NASA career including a NASA Early Achievement Medal, a NASA Agency Exceptional Achievement Medal, a NASA Agency Honor Award, and a NASA Headquarters Honor Award.

John Klein, Acting Associate Administrator for Business Development, Associate General Counsel for Procurement Law, SBA
John Klein is the Acting Associate Administrator for Business Development and Associate General Counsel for Procurement Law at the U.S. Small Business Administration. He serves as the principal legal advisor to senior Agency officials and their staffs with respect to the 8(a) Business Development program; the Agency's Government Contracting programs, including the small business set-aside, subcontracting and Certificate of Competency programs; the HUBZone program; the Small Business Innovation Research program; the Size Standards program; the Service Disabled Veteran-Owned Small Business program; the Woman-Owned Small Business program; and SBA’s internal contracting procedures.

Mr. Klein has been a lawyer in SBA’s Office of General Counsel since 1983, serving in the Office of Legislation and the Office of General Law before becoming the Associate General Counsel for the Office of Procurement Law in 2000. He graduated Magna Cum Laude from the State University of New York at Stony Brook in 1980, and With Distinction from Hofstra University School of Law in 1983.

Adam Lasky is a partner in the Seattle office of Oles Morrison Rinker & Baker LLP, where he helps clients across the nation navigate and win government contracts. While Adam represents contractors on a wide-variety of government contract formation, administration, compliance and dispute issues, his primary focus areas are helping contractors navigate SBA regulatory compliance issues, and representing contractors in bid protests and claims against the government.
Adam regularly represents contractors across a wide variety of industries in bid and size protests before the Government Accountability Office (GAO), U.S. Court of Federal Claims, and the SBA. In his role as Co-Chair of the SBC’s, he co-leads the team that drafts the ABA’s comments on proposed regulations and legislation impacting small business contractors, including comments on recent proposed changes to the SDVOSB and HUBZone programs, as well as the Section 809 Panel’s recommendations impacting small business contractors.

Alexander Major, Partner, McCarter & English, LLP
Mr. Major is a partner and co-leader of the firm’s Government Contracts & Export Controls Practice Group whose practice focuses on federal procurement, cybersecurity liability and risk management, and litigation. A prolific author and thought leader in the area of cybersecurity, his professional experience involves a wide variety of litigation and counseling matters dealing with procurement laws, federal regulations, complex litigation in federal court under the qui tam provisions of the False Claims Act, and bid protest actions. He counsels all sizes of companies on issues relating to compliance with government regulations including, among other things, cybersecurity (NIST, FAR, FedRAMP, and DFARS) requirements, multiple award schedule compliance, domestic preference provisions (Buy American and Trade Agreements Acts), cost accounting, and small business requirements.

Cassandra Martin, Director, Office of Small Business Programs, Defense Health Agency
Ms. Cassandra Martin is the Director, Office of Small Business Programs (OSBP) for the Defense Health Agency (DHA) serving as chief advisor to the Director on all small business matters. In this role, she is responsible for the overall implementation of the agency’s small business procurement program, small business acquisition policy, strategic initiatives, and guiding small businesses through the process of contracting with the DHA.

Mr. James A. Mastin is the Director for the Office of Small Business Programs supporting the Regional Contracting Office (RCO) Hawaii, and RCO-Alaska located at Wheeler Army Airfield (AAF), Hawaii. He reviews Army acquisitions for Hawaii and Alaska (AK). He had worked for the Air Force for over 33 years and brought that experience with him to the Army. He is connected to the 413th Contract Support Brigade (CSB), but directly reports to the HQ Army Material Command (AMC) at Red Stone Arsenal AL. He provides continuity to the small business program along with offering technical advice and counsel in matters of contracting and small business. He also brings more than 30 years of extensive contract experience to the table and ensures the RCO-HI and RCO-AK small business programs are second to none.

Mr. Mastin began his military career in 1981 as an Air Force active duty member in the Administrative Support career field with the 548th RTG at Hickam AFB, HI, and later as an On-the-Job (OJT) training manager at Vandenberg AFB CA. Arveice M. Washington has over 18 years of experience in multiple career fields including Program Management and Business & Financial Management. In April 2018, Ms. Washington began serving as the Deputy Director for The Department of the Navy Office of Small Business Programs. In this capacity she is responsible for small business acquisition policy and strategic initiatives.
Ms. Washington’s previous experience includes serving as the Director of Acquisition and Contracts for the Naval Sea Systems (NAVSEA) Command Program Executive Office for Submarines. Robb Wong was sworn in as Associate Administrator, Office of Government Contracting and Business Development (GCBD) in March of 2017 where he advocates for small businesses and represents them on behalf of the President of the United States. Robb has a depth of experience focused on small business. He started his career as an SBA attorney in the Office of General Counsel then was a Special Assistant U.S. Attorney in the Houston District Office and later was the SBA acting District Director/Counsel in the Lubbock District Office. |
From 1996 to 2017 Robb was CEO for several small businesses that successfully used SBA’s products and programs to enhance their growth. His SBA experience, coupled with his business acumen, fuels his passion to promote the growth of today’s small businesses in the federal marketplace. Robb’s philosophy is cemented in the belief that small businesses are the job generators that will help make America great again. He is a graduate of Georgetown University Law Center.
